Leveraging the X9.150 QR Standard for Instant Payments in Bahrain's Procurement Ecosystem

The new X9.150 QR standard, developed by the U.S. Faster Payments Council (FPC) and Accredited Standards Committee X9, enables instant payments at checkout by embedding payment credentials in QR codes. For Bahrain, which has a highly regulated procurement environment governed by the 2002 Government Tender and Procurement Law (Law No. 36), this standard offers a strategic opportunity to streamline payment processes in both government and private sector projects. Bahrain's procurement system differentiates between international tenders (open globally) and domestic tenders (restricted to locally registered companies), with methods including two-stage bidding, limited tenders, competitive negotiation, and single-source procurement. Integrating the X9.150 QR standard could expedite payments to suppliers and contractors, reduce settlement risk, and enhance transparency. However, adoption requires alignment with local regulations, especially for military and security procurements which are exempt from the 2002 law. By piloting the standard in non-sensitive government projects, Bahrain can modernize its payment infrastructure, attract international bidders through faster settlements, and set a precedent for digital payment innovation in the MENA region.
